Ordinary oxygenated water is made by forcing oxygen into water under pressure. Open the bottle and the oxygen begins to leave. In WOX, oxygen molecules are held inside a lattice of water molecules. The structure is called an oxygen clathrate hydrate, and it was new enough to be patented as a substance in the United States, Japan, and China.2 It holds through heating to 100 °C.3 It is why the number on the label is still true when you drink it.

In Japan, most people drink one 16.9 fl oz bottle a day, a few mouthfuls at a time. It's water, so there is no dose. This is the pattern the company suggests and the pattern athletes there follow.
Cold, room temperature, or warm. The company suggests trying it at about 104 °F (40 °C). Don't boil it.
A few mouthfuls before coffee.
At the desk, in meetings, in the car.
Some before. Sips during. The rest after.
Before bed.

The oxygen in WOX survives freezing and boiling.3 The PET bottle does not. Don't freeze or heat the sealed bottle; it can deform and the cap can pop. Store it out of direct sun and heat. Once opened, refrigerate and drink within a day or two. It is filled to the brim, so open it over the sink the first time.
Municipal water is purified by reverse osmosis. Pure oxygen is mixed into it at low temperature in a patented device: a disk studded with pins that vibrate and cavitate as the water passes, dispersing the oxygen until it is held in clathrate form.4 The water is bottled at contract plants in Japan, then shipped to the United States. Over seven million bottles since 2011.5
